Winning CZs gets no superpower % rank increase!?

Today I decided to check how much Federation rank progression % improvement I would get for winning a High CZ for a Federation faction. It was nothing, zero, none.

What!?

So delivering mail and scanning megaship data links etc. is more important to the Federal Navy than helping Federation factions win wars.... on your way to gaining access to bigger warships.

This. Makes. No. Sense.

Someone tell me I have to relog or something to see that particular rank progression improvement when rep+++++ from missions adds 1% every time immediately.

Why should your Federation rank improve when you take part in a local squabble between, say, two federation-subscribed factions?
Should your Empire rank decrease if you fight in a CZ against them?

Find that one canister of bootleg liquor for Mr. Important Faction Chief, however, and they'll praise you to The President.
It makes perfect sense to me.

My Federation rank will improve if I complete a "Kill <the opposing Federation faction> ships" mission for a Federation faction against another Federation faction and then kill those ships in a CZ (that I won't get Federation rank improvement for any other way).
Most of my Imperial rank gains were from in-fighting between 4 different Imperial factions taking missions that acted against each other.
By this logic, why wouldn't winning CZs also contribute rank?
Just my opinion, anyway.
All moot. This is how its always been. I'll just do some "Kill <the opposing Federation faction> ships" and kill the ships in the CZ and get some rank progression from it that way.

Yes, I have been doing that the last 2 days when I realised winning the CZ was not getting me any superpower rank. It's not a particularly quick way to get rep+++++ (5), but anything is better than grinding data courier missions and there's a fair number of credits as a reward too.
