Wise 0855-0714 1A Permit?

Has this planet always been permit locked or is it a recent thing? I can't find anything about it doing a search. Is it an obtainable permit?
When I did a Surface Scan of the planet my ships computer voice said something about "Incoming data corrupt" but i didn't quite catch it bacause [Scarlet Krait]

Apart from the disconnect error, does anyone know what's going on with this Planet?

Maybe it was a bug? As you can see from the screenshot, it was definitely telling me a needed a permit!

Edit Went to the 13, just the geological site nothing else.

Its a bug that can happen with server issues. Next time you log in it should be fine.

But why was the permit lock only temporary? What were they frantically trying to hide? Were they trying to clean up before the in-laws came round?
