Witch's Head has this been confirmed as a locked out area by FD?

I have every Permit surrounding it allied with pretty much every system surrounding it, see no factions with witch's head in the name around it or any that seem remotely connected name wise, just wondering if a)somebody has obtained it or b)FD have confirmed its locked out for future content.
