The vid from the newsletter showed a more promising cityscape but still ultimately hoping for Bladerunner in time
 
I think this is concept art for cities on planets with atmospheres.
I don't expect to see anything like this in the game soon.
But obviously FD is planning ahead.

Well you say that but (spoiler below) this is a screen grab from Planet Coaster, at night.

Obviously a different theme altogether but you can move the multicolour spotlights and put in as many as you want as part of that game. Half close your eyes? I think the two scenes are comparable from the colours used. Frontier can do I think, Blackpool 3302! (And with Planet Coaster being a separate development in the Cobra Engine, I imagine that's being optimised as we speak. It also does massive crowd simulation, rather well.)

That FDL has shock diamonds. The concept artist thought to include shock diamonds for ships flying in atmospheres. If Frontier are consistent with this sort of detail, we'll likely also see wingtip vortices, supersonic vapor cones, and simulated speed of sound once atmospheric planets arrive.
