Time wise...prolly midday-2pm i reckon. To add, I'll repeat a post i just put in another thread...
...I wouldn't be surprised if this beta lasts longer than a week tbh, as there a LOT of things to test in this, and far too many people concentrate on bloomin "ohhhh it's the Diamondback, I MUST HAVE IT, GEIV GEIV!!" <profanity profanity SPLURGE> tissues etc removed
Don't get me wrong, testing the new ships is very important, but you can be sure there will be far more bugs to be found (which, lets face it is the real purpose of beta testing) with things such as drones etc.
Not to mention the accelerated mission/faction system which will be very odd and hard to test.
I can only urge everyone to dive in to the beta and really get stuck in to the nitty gritty detail, and earn your position as a beta tester.
I really wish 1.3 would be available in the morning so I can start downloading it ASAP, as my connection is really slow.

time and size. Despite what is commonly said, size really does matter. If it drops in the morning, I can start the download and be ready to play in the afternoon... I am +8 hours from the UK. I expect this one to be HUUUUGE what with all the changes.
If you have beta access there's a good chance your existing live commander will be copied over to the test server. In that case you'll be able to self destruct and go back to civilisation to test.
It won't impact your live commander.
If you've already got a previous beta client install it's not too bad, it should just update.
I'm lucky enough to live in a country with affordable high speed internet without data caps, It's just the waiting that'll drive me nuts.

I pretty sure they said they'll be cloning CMDRs again, that will mean the long trip back to Jameson Memorial from the Imperial frontier worlds for me.
With luck my local high tech shipyard will have the Courier or Diamondback in stock so I can make it a shakedown cruise.

I predict either swift, early delivery around 12pm, or late night push around 9pm. Considering they got extra week my money's on normal, midday release.
If they're like any other software company, it'd be delivered as late as possible (I don't miss those delivery crunches).
If they follow previous release schedules then some time in the afternoon.
Will read patch notes at work while logging into my computer from my iphone so I can start the update whenever it drops. Then I'll be able to start playing as soon as I get home.
