I got a bounty in Sol after some jackaz security ship flew right into my line of fire, afterwards I was immediately destroyed when everyone went after me. I figured that would take care of it but now it's listed as a 7 day dormant bounty issued by mother Gaia. If I buy a cheap sidewinder and then go to a mother Gaia owned station, let them scan and kill me, would it clear the bounty or just restart the timer? I'm concerned because getting killed by the security ships didn't clear it.
Would this clear my dormant bounty?

I think at this point it is a legacy fine, which you can just pay off. Does it still say "Wanted" in the lower right of your HUD while you are in Sol? If not, then it is a legacy fine (and I am assuming your bounty is for assault, which would be a few hundred, rather than the 30k of a sidewinder)
It doesn't say wanted and it won't let me pay it, security office shows nothing. It was 200cr
If it's a dormant bounty it will show up in your transactions panel. If it's a fine, it will also show there. A 200cr one is usually a simple assault bounty, for hitting a ship before scanning it. I just did that today myself. You jump out of the system, wait 8 minutes until it says "On H-Jump" next to it in your transactions panel, and then you can go back to that system and pay the fine.

It's in my transaction panel as a dormant bounty, 6 days left. I was hoping to clear it as sol is my home system. I don't think I'll be bounty hunting there anymore. I think my only option, besides waiting, is to do the sidewinder trick. If killed by the station that is owned by the issuing faction it should clear it, right?
You can't pay off a dormant bounty. either wait the 6 days for it to clear, don't comit another crime in that faction's space or get a suicidewinder.
A station scan won't activate it?
I like your flowchart better than the one by Uncle Jack (somewhere on these forums). One thing though, in states "Fine", "Dormant Bounty" and "Legacy Fine" the game also marks you as "Clean" at the same time. To improve clarity you could rename those states to "Clean with Fine", "Clean with Dormant Bounty" and "Clean with Legacy Fine".
Currently OP is in state "Clean with Dormant Bounty".
--edit: I think to go from "Clean with Fine" to "Active Bounty" you have to commit a major offence. A minor offence is just added to the existing fine.

Authorities cannot claim bounties, only reset them.
Buy a sidey, find a friend, get them to scan you in deep space or a nav beacon with the KWS, allow them to kill you.

That is true with one exception: in the case where you respawn in a station controlled by the issuing faction they do claim the bounty by adding it to your rebuy cost. It is listed as "Fines" on the rebuy screen.

Unnecessary, you only need to respawn in the jurisdiction where you're wanted, which forces you to pay all fines, active bounties and formant bounties from that faction. So dock with the correct station, pick a sidewinder and self destruct.

Nope. That's a Cargo Scan. The authorities outside the stations are more interested in hunting down contraband and illegal cargo then apprehending wanted ships.
Head for the Sol Nav Beacon. Local NPC bounty hunters are much more easier to entice into a Kill Warrant Scan. They'll get rid of that pesky bounty when they scan and shoot you.
