Will a 128mb Radeon 9600 be able to get me to level 3 graphics in TVOTR? Ty in advance.

A Radeon 9600 won't be sufficient I'm afraid. I asked around and seems you will need at least a Radeon X1800 or a GeForce 7-series card in order to be able use the highest quality-setting.
Although I didnt want full graphics quality I did get my Radeon 9600 to at least give me the next gen graphics settings i wanted with no lag at all.
