Wow, they HAVE buffed bounty hunting.

individual kills are higher in "high intensity" due to the higher combat rank. However, they are spawned at much lower rates and in less numbers so in the end you do a lot of running around and waiting to make the same amount of money you used to get killing npc after npc but getting paid half as much. In the end, which is better for gameplay?

My answer is neither. I'd rather the game react to your actions and skill and throw a rapidly overwhelming number of pirates at you until you are forced to leave the system and find another and continue. You'd probably not make much more if any more than current bounty hunting, but it would be far more rewarding and less grindy.
 
I'm actually making pretty decent money hunting Condas / Pythons - assassination missions, SC and strong signals. 250-300k a pop plus mission rewards, and sometimes there's 2-3 of them at one place. Quite fun when that sometimes happens.

I also had one in a weak signal, guarding some prototype tech. Go figure.

Yeah once you are elite combat rank, its even better. 1million-2.3ishmillion missions to go to System X,Y, and Z. Hop around those systems making a ton through each system. Its not to shabby a good change of pace from CZs and RES stuff. I like to mix it up a bit.
