For the last 3 days the tick hasn't happened which means all the Systems haven't updated.
But Legacy Servers have been running alongside the Live since the split and I see no evidence that they'll be shut down anytime soon.
If you enjoy doing work for a chosen faction, the tick will need to start working again, other than that, you can do what you want in game. I'm still putting in a lot of game time, it remains my favourite game even after all these years.
