Xbox Play Everywhere

I don't understand why it can't be play everywhere? Guess I'll get on PC.

But it can be played on XBOX I’ve seen both standard preorder and deluxe pre order on the Microsoft store plus I’ve got an Xbox club with people saying that they got the pre order on Xbox
