So I've discovered this engineer from Kit Fowler and have a sold a total of 8 smear campaigns (well Inara says it's 8) to bartenders........ no invite?
 
Good to know, well certainly won't be bothering to find them again, or unlocking the engineer behind the 'covert/heist' firewall. Got all 3 suits and my 3 weapons to level 5 and added some useful mods I guess that's pretty it much for odyssey apart from screenshots.
 
Engineer progress is bugged for some people. It is a meta RNG if you make it or not. Don't waste your time and play something else (be it game or game-play) until it is fixed.
 
Are you selling them to a carrier? If so, carrier has to be in an anarchy system. If you're selling them to a station bartender on a concourse, then a relog should do it.

Thanks, I didn't know about the Anarchy thing. There aren't many of those about, especially in Colonia.

I can't confirm that. Yesterday I've got the invitation for my alt while selling to my main FC, and it was not in anarchy system. So this is not a requirement...
 
Hmmm... Afaik, an un-inhabited system could be only anarchy, so logically if it is not an anarchy it must be inhabited at least? =) Yes, that was inhabited indy system.
Were there any anarchies in that system and if they were did they control the bit of the system where the carrier was parked?
 
I suspect the inside of your own carrier is considered anarchy regardless of location. AFAIK, you can purchase e-breaches there regardless of location.
