In themeparks they have seasons. Halloween, Summerdeals etc.
I would love to see this incorporate in a dynamic way. An season editor as you will.
When you enter this editor, you can place the themed pieces, like billboards, special decorations, window banners etc. Basically what is needed to create an Xmass vibe or a mid-summer festival or whatever(Expansion packs??!!). These items can be choosen to show up during certain times of the year or even multiple years. One year a beach style summer festival, next year a more generic themed summer (event stages?).
If you could tie this up with some kind of PR-Marketing tool inside the gameplay management. Then you can make summer deals in certain themes and yearly events without having the themepark maintaining that theme/style forever.
