Back in the betas when we were restricted to a limited sphere or pill shape of systems the yellow arc above a star in the galaxy map denoted whether we could jump to them or not.
Now, range allowing, we can jump to any star. All stars now have this arc. It's not denoting reachability due to any of:
Basically it seems like it's just a leftover from when systems had a "players are allowed here or not" flag.
I've not had chance to check the BLEIA or similar sectors that en masse require permits. I'm assuming that as per #3 above they'd still show the yellow arc.
So, how about making it actually useful in some manner ? I think the simple, and useful thing is to make it a combination of #1 and #3 above. i.e. it visually answers "is there something preventing me from jumping to this system right now?".

- Whether your current max jump range can reach the star (stars 1000s of ly away show it)
- Whether your current full tank of fuel can reach the system (again, stars even 20,000+ ly away show it).
