Yet another quick question about Power Play

Exactly which Empire faction both encourages and allows Imperial Slave trading, and sells Imperial ships? Thus, the faction that has the least systems that prohibits them, and both sells and buys Imperial Slaves?

EDIT: and also considers non-factioners in the HQ system non-hostile, unlike the Harma system?

Zemina Torval should be able to help you out.

She welcomes all non-pledged players or players pledged to an Imperial power.

Imperial ships should be available in all Control system shipyards, as well as Imperial slaves being on sale in control systems for 10% off. The latter usually leads to a short supply of the Imperial slaves.

I know Zemina Torvil both sells and buys imp slaves, but not sure what/who else.
I also have a question regards PP though.
I recently left my power, and have the special weapon, now i know i keep it on my ship, but what happens if i ever sell it, not now being with my power would i lose it, or can i always buy it now.

Basically, your should be welcome as long as you are not pledged to another Power belonging to a different Major faction (Alliance/Federal/Independence).
Usually, the benefits extend to all control systems, not only the HQ system.
