You can never have enough ice planets!

Is this really the make up of most of the systems in our galaxy or has it been done for balancing in that every explorer would be super rich if every other system had an earth like world?

What also amazes me is that everyone seems to have been discovered. Yes there are commanders out there who have spent hours in a system just to scan everyone! That's dedication right there!

Ice planets are probably far, far more common than earth like worlds in the real milky way. Ice planets can exist under a huge range of conditions, whereas Earth like worlds need a very specific set of conditions to exist.
