You know your looting has totally "gone south" when it starts "raining men"!

Yeah, I don't think that's a bug. It's a state that can randomly happen, not just in settlements, but crash sites, etc. It's great fun but not real productive and eventually you have to bail due to ammo/energy/medkit limitations.
 
I had this at a settlement the other evening. The reinforcement ships just kept coming ... we counted more than 20 that kept arriving with 3-4 scavengers before we got bored of watching and left. It was like a small army had turned up!
 
Even if the settlement changed state to CZ while you were in the instance, this would not be reflected in the instance you already had open and I also wouldn't expect CZ trooper AI to be aggressive by default. Non-stop scavenger reinforcements happen sometimes and I'm pretty sure it's just a bug.
I've had something similar happen before at a random planetary POI where I had a scav ship show up, try to drop troops but give up because my ship was blocking the entire LZ, only to instantly be replaced by another ship before the first had even jumped out. This behaviour just kept repeating itself and I watched this conga line of diamondbacks and vipers in morbid fascination for like five minutes before leaving.
 
Yeah, there’s something hilarious about a threat one irregular marker, meaning there should be 3-4 low level NPCs only to get out of the SRV and find a half dozen, with wave after wave of reinforcement inbound. “Jaysus, if this is threat one, what’s five like!?!”

(And speaking of, is Arai’s Mine back up and running again? When the Bedi Inn went dark, feels like it was back in 2-3 days)
 
Faction states can change on any day's tick.
Yeah, seemed that way. Bedi Inn went out on a Thursday tick, but was back up and running that weekend (if memory serves). That said, I have no doubt plenty of people were doing support missions for them. (So basically to get Arai's up, do loads of missions for its controlling faction, and once they go back up past the tipping point, should work)
