You may need to update your minimum specs

Ive been playing for the last few years on a GTX 1060 with 6 gigs of vram. With this last update, anything other than space travel became unplayable. Frame rates dropping to sub 10fps at 1080p (2-5fps on foot)

I went out today and got a new video card (RTX 3050 with 8G) and it is back to being playable. I loaded the monitor and it appears that it is using more than 6g when landing, on foot, or approaching a station. I dont know if it is a bug or you just didnt notice.
 
The game should expand and contract to fit the resources available.
There are limits to that, but it's probably not anything unusual/unexpected.

For what it's worth, the minimum specs (on Steam) ask for a GTX470 which has just 1GB of vRAM.
The '6GB RAM' is for system memory.

Minimum specs on Steam for Odyssey (v4.0 game client):

However, the minimum specs for Elite Dangerous (up to the v3.8 game client) do show the GTX470.
