Powerplay Zac Hudson's bounty bonus?

I am currently with Zac, I enjoy bounty hunting and I wanted to be sure I understand......I can gather bounties from anywhere right? When I turn them in I have to go to a control or exploited system and at a minimum I get 20% added to the ones I turn in? If he is ranked 1,2 or 3 I get an even higher bonus of 50%-40%-30% added even though I am at rating 4? If I have bounties from other factions I can go to a control or exploited low security system and turn them in but take a 25% deduction but I still get the added 20% or more because of Zac? The reason I ask is that I racked up about 4 million from a system that I can not land at to turn in so I need to turn them in at a low security system to get the cash.

I'm not sure where that 20% number is coming from so just a quick summary how it works. If you are rank 2-4 you get a 25% 20% bounty income bonus on turn-in in any system controlled or exploited by Hudson (not contested ones though). The security level of a particular system doesn't matter for that. It's best to also hunt inside Hudson space so you can get the bonus applied to all vouchers. I.e. if you hunted outside you could still go into Hudson space to turn in superpower bounties (we have Imperial and Alliance minor factions /systems in Hudsonia too) and cash in the bonus but you'd probably not find all or even any system specific minor faction. You are right about the bonus increases depending on Hudson's galactic standing, with how the rankings work and our current number of systems we won't be in the top three in the foreseeable future though. With the deduction you mean handing them in by remote? For those sums I'd just buy a sidey and land at the system you can't dock at unless it's a planet you can't land at.

The other way to increase your bounty bonus is of course going rank 5 which will lock it at 100% no matter of Hudson's galactic standing (it replaces the smaller bonus). That's a not insignificant amount of work and I wouldn't really recommend it unless you want to get into doing PP for the mode with other organised Hudsonites.

That's not correct. It's like OP says. The only exception is that you get 100% bonus for level 5. OP has summed it up pretty well; however, some bounties are not payable in ZH's systems. You can only claim them in the systems you earnt them. It's best to only hunt in his systems to avoid that. When you've accumulated a lot of Empire and Alliance bounties from the KWS (say at least 10 mil), you can make a trip to Liaedin and Parjanya to claim them. I've never tried the Interstellar Factor guy, so I can't say if you still get the bonuses. Are there any low security ZH systems?
