Yesterday I found some in the 11th system I searched...

Hop around a little. The same happened to me yesterday at a couple stations, I jumped 80-100 ly away and found some.

They're associated with lots of negative faction states - Infrastructure Failure / Bust / Civil Unrest / Famine / Drought.
It means high threat (when the threat system actually works).
The funny thing about Elite is it rewards you for doing something you like by taking it away and moving it somewhere else
I love the dynamic galaxy, it's a credit to the game. But it's a funny old thing. Thankfully, I quite like CZs in Odyssey so when a system inevitably flips into war I'm happy to flip it right back.

Went 4 hours going from place to place and have found not but 0 support missions.
I can tell you why some of these places have infrastructure issues. Nobody wants to fly 40k ls to hope a mission board has something they want.

How did you choose systems to go to?
I just look for systems that are targets for scavenger raids or salvage from abandoned settlements, and fly there. The owning faction has a presence in that system, so they can offer the support mission. Longest it took me to to find one was 2 or 3 hops (but I haven’t been looking too many times).
I set the filter to infrastructure failure, bust, civil unrest, famine and drought and started visiting what appeared on the map.
To be more precise - look for stations in infrastructure failure, bust, civil unrest, famine and drought.
If the system is in one of those states, sometimes a station can be in another state (Boom etc.)

Zeke’s comment might explain things. (The station state might be on Inara?)
I’ll have to try out my searching technique a few more times. It worked for me, but it might have just been a couple of lucky tries. It’s clear that if the settlement is spawning scavenger/salvage missions, it is powered down. The issue is finding a nearby station with a presence of the owning faction, and whether there is something else stopping the mission generation.

I just did some Apex system hopping. I found 3 sets of restore missions just by looking at nearby systems that had scavenger raids. The only “miss” was when I went to one station in Novajoar, but then I hopped to over to another in the same system, and a set of them appeared.
They were: Anali (where I started, mission target in Aryanka)
Navajoar
Korazotz
It is entirely possibly that other players grab all the missions on the weekend. I just did this run on Monday in the mid-afternoon in European time zones (just wandered over to my computer and did an Apex hop every so often).
Plenty of support missions in the Fullerene C60 system. I would do them myself, but they aren't offering the rewards I'm looking for.
Tried 5 stations found 1/1 at the end of that. It didn't offer what I really needed but it let me collect some random goodies I can later use to trade.
Once the power was turned on, I was fined for being parked too close to the pad. Then I was shot at at the station and had to go to a neighboring system to pay for the fine so they'd stop trying to kill me for helping them.
