Zoo Shop Income

I'm working on one of the Career Mode zoos where a goal is to get $11K in shop income per year. It looks like I'm earning about $15K in shop income per month or per year in the Finance tab, I'm not sure the timeline, it's a little unclear. When they year ends the goal only shows a shop income of $9.5K. I'm not sure how this is calculated or what I should be looking at to see what the yearly income might be? Anyone else see this?

Could be taxes? I havent looked into this, just a guess.

EDIT: Should have looked. Seems like the only tax that is accumulating is habitat.
