the OP was at least on about a problem that does happen.
it can be caused by an accidental death, but not likely..
the skimmers is another story
first of all taking a mission that you do not know all the mechanics to makes it who's fault?
I'd like to see the mission
most settlements that have skimmers might have 2 goliaths or 2 Sentry skimmers. many sites are only 1.
how many were you supposed to kill?
that question aside, do you know what skimmers do?
ever see them at a poi away from a settlement or outpost or station?
besides being guards at their homes, they are sent out to protect fallen ships, cargo, etc...until someone can get there to clean it up.
each settlement, outpost, colony has a 400km radius of territory.
so, there are always loads of skimmers out there guarding fallen stuff.
if it isn't broken why would it get fixed?
it would be ( is) very easy too start driving away until you come across some more. or we could just assume the mission is broken.
so many cmdrs are doing this. it makes me wonder about level of interest in the game.
that a person would not take 10-15 minutes to drive around and look.
or just maybe try a different tactic to see what happens.
Having done these missions hundreds of times and not ever had any problems finding the targets.
But I learned a very long time ago that no stations ever have enough skimmers on site locally.
so I drove till I found more.
then I tested the missions more to see how far away from the outpost they could be and still belong to that outposts faction.
turns out that they all have a 400km radius range.
There are variations to this for some outposts or settlements that are close enough together to cause overlap
fwiw, this is extremely OLD information that I learned when skimmer missions FIRST appeared in game.
it took a bit of effort to test, no big deal and easy to do.
I made 20bil from those missions. in a very few months.
picked up loads of mats. raw and manufactured and encoded.
I have tested them in Odyssey and they work fine.
it would be a nice change to see if anyone has any idea how these missions work in a post
instead of ooo all this time and its still broke....
