Please explain to me why kea are singled out over every other bird. Because that is the whole point of this.
Well it isn't. You just seem to be noticing the kea more, because it is more special to you.

Just like you seem to only notice the points I make that you feel like you are able to give a reply to.

Plenty of flying birds have been suggested for habitats over time

TBH, I’ve forgotten what all this was about to begin with and that it’s getting a bit off topic but IMO, it doesn’t really matter.

1st, I’m pretty sure that the devs are well aware that people use the pieces for all sorts of things - irrespective of their name an intention is that they be flexible enough to be used for lots of things. For myself, I use the mesh fence panels a lot more for the tops of habitats than the sides- it’s a lot easier to use the barrier for those (as long as it’s not slanted, which is where the panels come in handy too).

2nd, my only point is that the panels (or lots of other things) can be used to make a habitat roof that would function perfectly well to stop animals, even flying animals, from escaping. Would a specific ‘aviary roof’ set make this easier? Yes. Would that be absolutely necessary if free navigation flying were introduced? No. Whether or not it’s finicky to build roofs with them (not very IMO) is not the question - the question is whether it’s functionally possible, and it absolutely is.

EDIT: irrespective of the above, I agree that Keas are probably best as walkthrough exhibit animals.

Well, it actually kind of is, because if Frontier added aviary birds as habitat animals and the only way to realistically keep them was to use the annoying mesh fences to create flat boxes then they'd be locking out a lot of players who don't actually enjoy spending hours building things. In any case I'm seriously doubtful they would waste their efforts creating flying birds but not letting them fly just to people can put them in habitats, and it's a simple matter of fact that they aren't going to force their players to use building pieces if they don't want to.

Creating flat boxes isnt something I find finicky - it’s just a matter of turning it 90o and then things auto-snap fairly easily. Creating more interesting shapes (mostly triangles) is finicky but simple curves ( along one axis) isn’t since you can adjust the walls to whatever shape using barriers easily enough. Alternatively, indoor or covered aviaries are simple, since gridded roof pieces can be used (plenty of aviaries have solid roofs). In any case, I agree that Frontier is unlikely to create freely navigating flying animals without adding an even easier way to make aviaries - I’m just saying that all the mechanics already exist to enable flying animals to be contained.
