Newcomer / Intro One wrong turn with the SRV.... Justice is harsh! How to pay fine / bounty and avoid getting blasted to oblivion for minor things?

Not really a newcomer, but haven't played this in years, basically. But I was rather casual with it, don't feel I've really "mastered" it earlier either. Playing it mostly for my "space ship fix" in VR.
Tried both the new 4.0 (Live) and 3.8 (Legacy) versions, a little at least.

This happened in Legacy. I've landed on a city/station on Mercury, I forgot its name but it was the Japanese-soundind Kawa..or something (I'm utterly bad with names). So far so good. Took the SRV out for a spin. Figured I'd drive up a ramp just next to the exit garge thingy where my SRV just appeared, just to have a look and see if I could see my ship. I could not btw. Apparently I took a wrong turn and blocked a landing pad, and for this some drones in the station/city of Kawahara.. Hirikawa... whatever the name is, started shooting at me! I tried to see if I could contact them via the Comms panel but they weren't in the talking mood. At all (I couldn't find any such options IIRC).

I made a very hasty retreat, guns blazing (not my guns) and finally got out of ithe city's jurisdiction limit, and retrieved my ship at 20-something percent hull life left. This could be it, were it not for my stupidity of making a fly-over over the city... again no success in reasoning with them, other than a denied landing request, since I now was this sworn enemy of the Federation with my serious crime of driving on a landing pad. Balabam! (biiig badaboom. Well maybe not that big, it was only a Cobra MK 2. or Mk 3, don't remember) and I'm off to a detention center lightyears away. Okay then. Feels a bit harsh, not to mention silly.

Questions:
- Any way I could have "reasoned" with them (aka payed the damn fines) before they deemed me a dead(ly) enemy of the Federation? I mean after the fact of my transgression.

Actually that was my only question, for now. As a side-comment, if there's no other way then this is a really dumb mechanic.

If it was a fine you could have paid that in the station services admin - if it was a bounty you need to go to an Interstellar Factor to pay that off if you want to avoid the "hand yourself in" detention. So, in your SRV you cannot contact station services, you have to request boarding (or whatever) and head to the hangar they assign - it might be a different ramp to the one you drove out of - your space compass will help guide you.

Pad loitering will always get you shot, it is not going to change as it is needed to clear dumb NPCs that get "stuck / confused".
 
There is no way of talking them out of shooting you for such a heinous crime, you need to evade destruction and then manage to get docking permission and sneak back into the base where you can pay the fine through the contacts section of the station menu as the ninja above posted while I was typing this.
 
Yeah, they are rather stubborn like that, the slightest infraction and it's;

I feared as much. Oh well.

But I would guess the trick to unbroken canopy windows (as in staying alive) is to not request a docking permission at the same base (or a same faction-controlled base) to pay fines (seeing as how they denied me, oh and also shot me down). Maybe contact one of them there "Insterstellar Factors" as pointed out by Mr. Velkor above.

I don't remember if it was a fine or a bounty, but I suspect it was a bounty then.

Yep, I have a couple of nearby Interstellar Factors saved in my bookmarks, regularly high-wake to them to safely pay off undeserved bounties.
