Yes. It often happens that the defense ships are shooting at you at the same time as you are shooting at Conda which is trying to steal their cargo.

no, i mean, other ships to attack beside you (and the cargo stealing conda. for unknown reasons npc attack those only at last).
I think so. Not in close proximity, but there are usually some other attackers. Maybe defender's AI has a limited detection range, so they switch to you in that case - just a guess.
that would be at least consistent with "highest threat" mechanic which can be seen elsewhere.
