By your definition, any project that falls behind schedule is a scam. That is not the definition of a scam and that is not the way the world works.

That the development of a video game, or even a specific content of a video game, suffers a delay in its process, is something very normal and completely acceptable if it happens punctually and finally the developer delivers the content.
What CIG has been doing for 10 years is not "falls behind schedule".
CitizenCon 2016 roadmaps lies are not a "fall behind schedule".
CitizenCon 2017 roadmaps lies are not a "fall behind schedule".
CitizenCon 2018 roadmaps lies are not a "fall behind schedule".
CitizenCon 20xx roadmaps lies are not a "fall behind schedule".
SQ42/ToW/Server Meshing/Jump Points/NPC Crew/etc... real state of development lies are not a "fall behind schedule".
I understand that there is no need to give more examples, right?
If you are trying to tell me that what has happened to CIG in these 10 years with SC/SQ42 is "falling behind schedule", I'm not going to be fooled. Maybe they are fooling you, but they certainly are not fooling me, so I advise you not to continue with that argument.
If you really believe that the development of SC/SQ42 is something normal and understandable is only your problem.
No released game yet but the alpha is good enough to get players from other games that have been released. That's not a scam.

Early Access Alpha, to be more precise. No, this Early Access Alpha is not good enough for anything, it doesn't even allow to be played for a few hours without bugs and crashes, and not even, after 10 years of development, has enough content to be fun for more than 10 minutes... (the 10 minutes it takes you to realize that their graphics are simply hidding a papier-mâché world).
In fact, right now it's not even playable.
