I will admit that I haven't kept up much with what is happening in the Elite Dangerous universe but, looking at the dev posts, I don't see any plan for the short or long term.
Short-term: an update in late April and another later in the year, primarily focused on extending the Thargoid War content/features (and possibly their integration with other existing features). Formally these are Odyssey Updates 15 and 16, but that's just a version number; the actual content is likely to mainly be non-Odyssey as it was for 13 and 14.
Long-term: Frontier have never intentionally announced plans for Elite Dangerous more than a year ahead and they'd usually be inaccurate if they did. If you guessed that it was going to start off with Odyssey Updates 17 and 18 you'd almost certainly be right, though. I wouldn't expect any announcements on that until Update 16 is fairly close to release.
Or is Elite Dangerous now on ventilator?
My best guess from their financial reports and public statements is:
- Major Horizons/Odyssey-sized paid expansions: highly unlikely - the risks are too high at the moment
- Beyond-level incremental developments: likely to continue for the foreseeable future
Whether that counts as good news or bad news probably depends on whether you thought Beyond or Odyssey was the better "season", and whether you consider anything short of an Odyssey-sized release under development to be "maintenance mode"
