How about some realism...

So I'm doing a mission to restore power in a system that's in thargoid recovery... As I land, the Navy arrives proudly announces that I have nothing to fear because the navy is here! Nevemind those 6 or so scavengers running around the settlement. I got them. Oh and don't bother with the 9 who just arrived via dropship as the navy loudly patrols the area... After I dispatch these with not so much as an atta boy from my sailor friends aloft, I power up the settlement and before I can exit the power station another 12 scavengers arrive to make things hot. And the navy? Do they stop then from arriving? Do they at least let me know the baddies are inbound? Nope, they do report that all is quite... And to my chagrin, the settlements defenses ignore the interlopers and do nothing at all, at least until I send a stray shot and nick one of the settlement defenses. Then, for some reason, unbeknownst to any logic at all, the navy and the settlement defenses come to the aid of the scavengers and attempt to annihilate ME! You know, the guy who has been given level 3 authorization to not only power up the settlement, but was warned and tasked to get rid of the scavengers. Nice...
 
I think this is one of the areas that 'real' AI is going to really mess with people once it starts to get to grips with orchestrating these types of scenarios in games and starts to respond dynamically to situations, such as this example, in ways that traditional scripted AI just can't really provide.

By the rules, the scavs were neutral to the settlement (and the navy patrolling)
So were you, until you decided that you are above the laws regarding aggressions on stations/settlements and took a shot at the station defenses.

Also, you were tasked to power on the settlement, the scavs were just an optional task which didnt gave you any authority to attack the settlement

Well then, I feel quite justified in those extra curricular activities like helping myself to any data or objects that aren't locked up... And to more than a few that were. Let's just say they were add on service charges...
