I know that people will recommend to just kill everyone on settlements to farm data, but I refuse to sacrifice my principles on the altar of outrageously bad game design. Also, I see all these guides pointing to Iah Bulu and Arai's Mine, but it's at war so I don't know what that is about.
So, if it helps someone, this has been the fastest method for me to acquire financial projections, bar grabbing them on the market (if you get there in time). You can get 3 data points with minimal effort within about 10 minutes total per refresh, and without killing anyone. I would get up to 2-3 Financial Projections when RNGesus liked me.
1. Head to Sivas AB 7 c - Buhle Tourism Site (as recommended by ED:O Mats Helper)
2. Land behind the bar somewhere.
3. Go to the bar, let the guard scan you so they are on cooldown (NOTE: I had a bug where I was flagged as having something illegal, which I didn't, just make sure you are clean before heading in)
4. Grab the data point, don't download anything illegal or be ready to run
5. Go to the roof of the bar and scan anyone (level 1 only required). Make sure you have Clear Authorization bound to a key (I think Minus is default). The guards are nowhere near the entrances to the other data points, but just to be sure.
6. Moving behind the buildings, go to the HABs on either extremities (SRV recommended). EDIT: The other HABs have 1-3 pilots in them, so it's a risk, I ignore them
7. There are level 2 pilots that slowly patrol into these buildings, but on very long timers. Got on the roof and check if one is on approach, if so do the other HAB
8. Enter the HABs, check that the patrolling pilots aren't inside, and grab the data point, don't download anything illegal or be ready to run
9. Go back to your ship
10. Boost straight up until you can frame shift, and immediately drop out of frame shift. You should be 18km from the site, rinse repeat.
