Financial Projections clarification

You can find Financial Projections in settlements in Boom or Bust. Do they mean the controlling faction, the faction that owns the settlement, or the settlement itself is in Boom or Bust; or any combination above?
 
This doesn't answer your question directly but I see them all over the place in HAB building data ports. They are pretty common and I'm pretty sure they are not only at Boom/Bust settlements.
 
If the settlement was in a negative state, (bust, infrastructure failure etc), then the data ports would not be active.

The faction owning the settlement.
If the settlement is powered down you might want to take a power regulator and e-breaches.
That said not all settlements are powered down.
If you start trading with a particular settlement the assets on site start to improve. On first visit there may be nothing worth taking however subsequent visits yield multiple weapon components, graphene and microelectrodes.
At the same time things like financial projections and opinion polls appear in the data ports.

Yep, not sure where you're getting that found at Boom/Bust info from. It's not in-game info for sure, since none of the Ody mats drop clues like that. I find them all the time just doing reactivates at mining sites.
 
I noticed that I was finding them doing reactivations in bust state.
Perhaps you need to be an accountant but the times people discuss financial projections is when the economy is up or down. Going round a few boom states found FPs.
 
Never seen any indication that the drop rate of anything is associated with a faction state IIRC. It's all about finding the right types of port and lots of them.

Financial Projections are best found in EXT and IND ports

ofc despite the drop rate from HAB ports being half that of an EXT or IND port you can get more HAB ports per settlement. And HABs are often not in secure areas so you can sometimes check them without causing a kerfuffle in active locations.

Boom and bust are economic states thus FPs.
If you're picking up outbreaks you're probably also picking up a higher frequency of the medical related data.

This week I've been buying Bertandrite.
Filling the carrier from settlements as this was cheapest.
Whilst at each settlement I let myself into the storage building (or tailgated an NPC if one was wandering around).
These settlements had 'none' state on arrival.
Assets and data weren't worth mentioning.
Fill the T9 and head for the carrier and repeat.
All subsequent visits yielded 2-3 Weapon components, upto 4 Tungsten Carbide, perhaps half a dozen Graphene and Microelectrodes plus various sought after data including Opinion polls and financial projections.
Tally for the week, 116 Weapon Components.
