You don't get notoriety for non-lethal traffic accidents, so we all know you've either killed the ship (which would have gotten you a bounty, not a fine) or been naughty otherwise. Notoriety gained in-ship decays one point per two hours of gameplay, if you gained it on foot it is in the area of one point per one hour, but it seems less clear - apparently there is a decimal place in notoriety that is not shown in the UI. and that might depend on the number of on-foot kills.
If you have bounties, hand yourself in or get shot, and you are forced to pay your bounties in prison. A relog will be required to make it stick.
If you have fines, seems you cannot pay them when you are notorious; I learned that a few days ago too after I might have rage-killed a settlement. Got rid of my bounty by apologizing and saying I was really sorry (handing myself in), but was surprised I could not pay a fine I had left over. Oh well.
Interstellar factors will not deal with you when you have notoriety, so you will have to go and do something else until notoriety has worn off.
As said above, Interstellar Factors don't deal with you while you have notoriety, no matter how far away you go. And second, the system issuing the bounty must not have a presence in the system where the Insterstellar Factor is. I don't think distance matters (anymore) in Odyssey / Live.Find an interstellar factor and pay the fines/dues.
Prob need to 20LY before you can however.... or something to that effect.

it's a very good suggestionI can also definitely recommend the lazy option of ignoring the bounties and living in anarchy settlements.
