If you're asking how you gained notoriety, it's possible that you were at a settlement owned by a non-anarchy faction. Lawful settlements will still issue bounties and notoriety if you shoot them up regardless of who controls the system.
Likewise, anarchy settlements are lawless even if the system controller is lawful. Local jurisdiction overrides the system jurisdiction.

it is much easier. Go where you are wanted, apologize profusely (i.e. hand yourself in), go to prison, pay your bounty, you're clean. The only thing notoriety prevents your from at that point is paying fines.Which makes the murder hobo lifestyle viable. Once your bounties start becoming a problem, just jump to somewhere else where that pesky faction that wants you isn't present, and you can go back to murdering. If the notoriety ever goes to zero, then you can visit an International Factor and just pay them off. If you're confined to a few systems being a BGS slave, then maybe avoid getting notoriety and becoming hostile with the local factions. Or if anyone is bothered by the notoriety, then maybe only kill unwanted ship in an anarchy system, or assault anarchy settlements wherever you find them.
