When you do combat that pays bounties in a system, the bounties that you earn are backed by the controlling faction. Currently, in the Rabh System, the
CD-51 1447 Imperial Society faction is NOT the controlling one so

in another system controlled by the
CD-51 1447 Imperial Society faction is a necessity.
If that's followed, then redeeming the bounties at the station specified by the CG, using the
Admin Contact should work. I was about to go give this a try; it has always worked for me in the past, although often the controlling faction in the CG system was the 'right' one and I didn't have to go elsewhere. That shouldn't matter.
It is interesting that this is the 2nd CG in a row where the controlling faction changed to have this impact. It's not super inconvenient because the Rabh System does not appear to have a ringed body, hence no RES combat. This means that you'd be flying around, interdicting wanted ships, often one at a time - resulting in much lower bounties.
The wording in the CG is now perhaps misleading (not intentionally, of course!), although there'e often a disclaimer included about state / faction changes affecting the CG which I don't see in this announcement. That language at the end of the CG announcement, as written, will not work in the Rabh System because control recently changed to the
Aegis Imperium faction (it
was CD-51 1447 Imperial Society). oops!
