I just thought of this. You must turn in your bounties at the "Administrative Contact", NOT the "Legal Facilities" at which I'm pretty sure they don't count toward the CG.
If you want, friend me in game and I'll hunt with you and step you through the process. We can use a private group if you wish.

For PC user not GeForce now user.
As your on PC make sure you close fully and reopen the launcher once in a while not leave it open in task bar , this has resulted in people being in an out of date instance server before.
Just incase you just leave it open for ever like other PC users did. Was hoping the new launcher would disconnect at some point may be it does not still.

I guess you learn something new every day. I normally leave my launcher open without thinking about it. I don't seem to have issues, but there is the rare/occasional crash for no reason. I will start closing my launcher. thanks.

When you do combat that pays bounties in a system, the bounties that you earn are backed by the controlling faction. Currently, in the Rabh System, the CD-51 1447 Imperial Society faction is NOT the controlling one so @SlickPBW 's advice to do combat in another system controlled by the CD-51 1447 Imperial Society faction is a necessity.
If that's followed, then redeeming the bounties at the station specified by the CG, using the Admin Contact should work. I was about to go give this a try; it has always worked for me in the past, although often the controlling faction in the CG system was the 'right' one and I didn't have to go elsewhere. That shouldn't matter.
It is interesting that this is the 2nd CG in a row where the controlling faction changed to have this impact. It's not super inconvenient because the Rabh System does not appear to have a ringed body, hence no RES combat. This means that you'd be flying around, interdicting wanted ships, often one at a time - resulting in much lower bounties.
The wording in the CG is now perhaps misleading (not intentionally, of course!), although there'e often a disclaimer included about state / faction changes affecting the CG which I don't see in this announcement. That language at the end of the CG announcement, as written, will not work in the Rabh System because control recently changed to the Aegis Imperium faction (it was CD-51 1447 Imperial Society). oops!

edit3: i have never seen this happen before. i can see your beacon but not your ship, <1km away. I'm sending chat messages with no response. ???
edit4: i think there's something on your end that is blocking your connection. i could see your wing beacon as close as 343 meters but no ship. your entry under "social" didn't show your location, which is highly abnormal. I sent private and team text chat to you but received no responses. I think that whatever is blocking your connection is causing the original problem of your not getting bounties counted. i'm stumped.
edit5: I will be available any time in game to play and help, but as of now I can't figure out how to resolve this connection issue. Sorry. Maybe someone with port/network smarts can recognize these symptoms and propose a fix.

Yes I did. I just didn't understand it. I thought I was suppose to do something within the CG system. Fight off pirates. So I got an interdictor, but that seemed very cumbersome and that wasn't applied as contribution.
Right now I am in a CZ somewhere in another system and I will go and submit my bonds at Miller station today.
combat bonds from a CZ do not count. go to a haz rez and blast guys that are wanted
