I did a clear a settlement of scavenger's mission. After killing 6 or 8 npcs the settlement was open to looting. No power but such is life. Should I expect back up scavengers to show up or am I clear to pillage at my leisure? The settlement was very large how do you navigate the site? Should I repower the site even though it wasn't part of the mission, or would that call more npcs?

Thanks kind of what I thought.
If you do power it, it definitely keeps them away (unless the ship is already coming). If you don't power it, then it's a dice roll. For Clear Scavs missions I usually only do a quick check of the Power Station. It's easier to get mats from reactivates and they give you the regulator there (most times).
If scavengers show up after you power-on, and you leave the alarms and defences active, will the turrets etc attack the scavengers? Or only if they accidentally shoot at one of the defences?
afaik - no, they do not shoot at scavs, they ignore them
