The issue is (for me) is that in Powerplay (a feature about high level conflict) has very little low level conflict at a player level. My axiom is either player act like NPCs (as with PvP) or that NPCs act like players (with mission like engineered rivals) but somehow Powerplay manages to do neither. This is a direct result of the feature not being fully implemented and essentially retired in favour of a fuller BGS experience in later years.Agree with what you are saying but from my point of view i enjoy PP, more importantly the fortification side of things which i can also add trade routes into, i have no intention of doing PvP in Elite so anything that forced me into that playstyle would prevent me from taking part.
As we have discussed before im sure there are plenty of folks that think along my line of thought, as are those who may join if more PvP was involved.
There are always those who want Elite to go further down the PvP route, that's fine, but there are also many who would have loved (like me) an Open PVE without having to join a different server.
We are lucky in that we have modes we can chose from, i wouldn't like to see any of the games content locked behind Open PvP, we had CQC for that and frankly, it failed.

My beef is that despite having explicit territory, pledges etc no NPC can touch you and transit is easy- both remedies by PvP which (in ideal circumstances) is the ultimate attenuator of pure hauling effort or simply transiting about- in that, at some point you will be resisted making all runs and travel uncertain. Its this low level affecting the high level tactical stuff which is totally absent.
The problem is FD never went one way or the other- either BGS wise with priced in mission difficulty or via PvP (despite them wanting to at every turn). Its this reason why Powerplay largley failed- people will say 'whats the point?' if you can dodge the hard aspects (other rival players) for the same rewards while doing the most basic PvE tasks (endless haul and shoot).
If you had missions that offered insane Powerplay outcomes for insane difficulty a lot of PvP guys would be fine, because what a lot of people want is challenge- I'd know I'd be happy with that. FD have the framework in game right now with POIs, hidden trader, all sorts.
