Unmanned cmdr blocking robigo mine?

Hi dear fellow CMDR. I have searched the forum before posting. There is a CMDR that is blocking Robigo Mine for hours. Is ship is shown on the sensor as a solid block. I believe he is probably in the station on foot, I'm not sure. Is this possible. Could it be someone that is doing that intentionally for any purpose? Of course I have tried to open communication with him. There is only a medium pad on Robigo Mine. I guess everyone know that this is for the passengers run. If indeed CMDR can block pads like that, that's not a feature, but a bug.

Any thoughts would be appreciated.
BTW, I'm back to ED after a long pause. I'm just so glad that there are still supporting my fav game.

Solid block would suggest NPC, not CMDR. CMDRs also have CMDR before their names.

NPCs do sometimes take landing pads though they tend to clear out after a while. If it is a CMDR there is no reason to not switch to Group or Solo to bypass them. Despite the wishes of some there is no penalty or shame in mode switching.

Thanks for the reply. I have switch to solo, but hours later he is still there. The thing that made my believe he is a player, is that he appear in my contact tab in communication.
EDIT : I quit the game, change to solo. This as been ongoing for hours.

There are no rules that would prevent anyone from parking their ship (or carrier, see Rackham's Peak) anywhere in the game they like.
But there's also no rule that would prevent you from switching instances so you don't encounter them any more (yeah, that one doesn't work for carriers).
And yes, if they show up as "unmanned", that means they're somewhere outside of their ship.

However, there is a forum rule that prohibits "naming and shaming" other CMDRs - I'd suggest you edit that first post before a mod does it.

That is very kind thank you. Yes I was thinking about that. Do I need to follow already planned route that some CMDR do with a websitr I don't recall the name or it's possible to go in the black and just explore to be profitable? I prefer the second choice.

You get a 400% payout boost on top of the base reward for undiscovered bio signals(look for planets without a footfall tag). Go exploring.

*You may need to go at least 1-2k light years to start seeing those planets/moons which no one’s set foot on.
 
I had a situation 2 years ago where a cmdr was blocking a pad, and when I switched to solo they were still there. I'd called an Apex which couldn't land in open, but in solo it tried to land on the cmdrs ship and both exploded.

If you've tried solo already, you might need to exit to the desktop, exit the launcher, then re-run to get connected to a different server.
