Possibly not - HIP 25654’s spire reactivated despite Taranis going boom in that same week. Although, I haven’t yet checked if it is still running now, I presume that it is.
(It also hasn’t had any effect so far, not reverting any controls back to zero progress - not even its own. So dunno if Frontier intends them to do something post Titan destruction or not. The issue is we haven’t had a chance and won’t be able to observe any active spires in Titan destruction scenario until Oya.)

Just logged on and it's dead/dying/in distress (Liegong) - is there any way to still get the decal/ship kit reward ?
PS - I rescued thousands, delivered tons and tons of suppliers for the boys and girls on the front line and helped set this up, just didn't get to shoot the damn thing and I am a pacifist/snowflake ta boot and don't really want to shoot anything in anger. I am not alone we just want to help the poor SODS (Save Our Digital Souls) and deserve recognition 2.

I'm afraid not.
M .Oya will be more tricky to clear, but it is a natural next choice as the next-closest to being cleared. You can see its position as sensibly next by looking at its size on the Thargoid War information panel in the System map. It will need support in all types of system, including Spire sieges!
INIV is also preparing M. Hadad a bit, that Maelstrom being the next easiest to clear, as opposed to the next closest to being cleared. I am quite sure we will be supporting Control drives at M. Oya though, if they can get the Spire progress assistance they need!
I would have thought Indra was next since it has lower health %, or does that have nothing to do with it?

M. Indra has had for a while an unaccountably high number of Commanders besieging its Spire sites without then actually finishing the peripheral systems. T. Indra now has presumably the same Commanders just attacking it with maximum Resistance, again disregarding system clearance, which would make the process much more efficient!
As a system-clearing Commander offering an opinion, T. Oya is quite fine because having fewer systems places it closer to being destroyed easily, which ends its Alerts, which becomes fewer systems to clear long-term. I would not judge those attacking Titans without clearing systems, although at the same time I do not let a large volume of ineffective Titan attacks become justification for being summoned there!
Additional: To place some numbers on it, that sub-point damage at T. Indra has taken a few weeks; suppose that becomes one point per month. That then has to be done 799 more times; at that rate it would take over 66 years! Clearance is the correct solution here, and that favours T. Oya presently.

After the titan has entered its 24-hour meltdown cycle, you can't damage it with weapons AFAIK. But there's still six titans left, you should have opportunities for the rewards from those.

Not for sampling, evacuations or cargo runs.
If you dont want to shoot whats the point of decal, which show human ship facing thargoid mothership which is centre of (hostile) invasion?
