Ah, but that is the Crux of the story Frank. Dredd wasn't the focus of the character development, Anderson was. As we go through the story it is the development of Anderson as a judge that takes the focus off Dredd. He's there to root the storyline in concrete and to set the boundaries, Anderson is there to learn and to pass the test.
This is highlighted by the fact she knows she has failed because she lost her weapon, yet continues on. Dredd knows this but realises as Anderson's character develops that the weapon isn't her primary means of defence/attack. Her explanation to him of the helmet is another indication of this. In the end Dredd has seen enough to realise that Anderson is far more dangerous than anyone suspects and that the best course is for him to pass her to keep her in the system where he can keep an eye on her.
As for Defiance, got it on the box for viewing tonight!
