My theory is that Triton got it's start as a testing site, akin to the old nuclear research, development, and testing ranges back on Earth. As with most military R&D facilities unless you are working on the projects your not getting in. It's a place where volatile technology could be tested in secrecy and safety.

FD Devs responded to a support tick some time ago. Triton is locked and there is no permit currently accessible in game.

Short answer is its narrative, eg you can’t interact with it; only way of knowing is just to wait until FD decides to turn that page…
