When he needs 15 bounty vouchers, what kinda bounty vouchers? Those from destroying a ship with the red 'wanted' status? Or something else? Do I have to turn them in at his base? Or at any station?
To meet him you need to have earned more than 15 bounties from wanted ships, those you don’t have to hand in anywhere in particular. With the new mats bonanza, the material part of engineering (except maybe the goid and guardian stuff) is so easy. The unlocking of engineers is the harder part now.
Engineer unlocks are trivial now. Gathering the mats to engineer is less so; it's a lot easier but isn't trivial - you still have to do something, at least.Yes they made unlocking them this easy a long time ago.

For Liz Ryder and Todd, I had to do the 200 landmine and 100k bounty donation to unlock. But after I got to Grade 4 with Todd, for some reason, Elvira and Selene had their requirements box ticked. I definitely had not mined with this Alt account, nor have I gone near any Soontil Relics.
Did FDev unlock the requirements for everyone or is my account bugged?
Its not a appearance bug either, I went to Elvira and she allowed me to start engineering.
