Okay there appears to be a huge issue.
Systems marked "Inhabited" are not opening up systems just 2ly away from them, making it impossible to find and claim a system, since they are all spoken for now.
My guess? Is that it refreshes every server tick, which will spawn bulk claims instead of dynamically allowing trickling in claims and putting off people entire weeks at a time. Of course, by that time? People who colonized during round one will be ready for their second claims, making it even more saturated.
So, apparently I was misunderstanding the range thing? I started in Achenar, the region I wanted to colonize but none of the colonization contacts would speak to me so I went to Ngurii, And I could talk to the colonization contact there... But it won't let me colonize literally anything that's outside of Ngurri. I thought the system candidate just needed to be buy another human settlement? But it looks like it needs to be near another major port that offers the services. So, what would be nice to eventually find, is some sort of list of colonization specialists that are actively participating.
