That's a great wrap up list.This is exactly what I'm expecting. 2 more DLCs to wrap things up and make it to the 20th DLC. One in April, the other in October/November.
I would love having like 8 new species for the Latin America Pack, same roster than yours except that I would gladly add the Brazilian Porcupine instead of the Greater Rhea and not the Ocelot (because I'm not a fan of this big bird but I agree it is a key species from SA).
For the final pack, same theme idea. I would just love if it could contain 12 species instead of just 8. Here is why:
1) It's the final pack. Let's finish this properly.
2) I'm willing to pay more but we need to receive more.
3) The zoo project on which I'm working aims to contain 12 different areas that cover the world. I think it would be possible to make a DLC with a species from each of these zones. Here is what I would do.
-South America (whatever interesting species is left after the potential release of a Latin America pack)
-Central America/Caribbean (I'd love the Roseate Spoonbill, American Flamingo or White Ibis)
-North America (Rocky Mountain Elk or American Black Bear)
-Arctic (Musk Ox or Walrus)
-Europe (Alpine Marmot)
-Sub-saharan Africa/Savanna (Nile Crocodile or Serval)
-Central Africa/Tropical Forest (Mantled Guereza, Zerba Duiker or Shoebill)
-Maghreb/Middle East (Aoudad?)
-South Asia - India (Blackbuck or Lion Tailed Macaque)
-East Asia (Golden Snub Nosed Monkey, Muntjac or Raccoon Dog)
-South East Asia (Sulawesi Crested Macaque or Delacour's Langur)
-Australia/Oceania (Echidna, Tree Kangaroo or Tiger Quoll)
I know it's monkey heavy here but there a lot of other interesting possibilities. I think it would be my dream final pack.
Man, that oddities pack would be my favorite of all time!We will be lucky if we get a anniversary animal let alone more than two packs, and as for what we could get, I feel there might be a focus on packs with a broad theme that can include a variety of animals, like Berine Goodwin (Charlie's idea), worldwide, adventure, adaptations, oddities, (insert real-life zoo), arboreal, etc. So I could see something like

Short-Beaked Echidna (it's a monotreme, what more do I say)
Reeves Muntjac (with its tusk and werid Antlers)
Walrus (its blob-like body and large tusk makes it unique from all other seals)
Brown Pelican (its unique throat pouch and eating habits)
Rock Hyrax (ROCK HYRAX OR DEATH, also a close relative to elephants)
Japanese Serow (related to goats yet looks like a goat and a elk has a kid)
Bat-Eared Fox (while the least unique, it still has werid ears and mostly eats insects)
Ether museum scenery or Naked Mole-Rat

IF I had to do a LA pack and then a worldwide pack I'd probably do:That's a great wrap up list.
I think if we got two New World Monkeys in a Latin America pack, if they were to include a third that would be satisfactory. Really it would be good to get 5 more in total but that's really pushing it. Three works, to give us four in total. The Golden Lion Tamarin is another possibility instead of the Spider Monkey or Squirrel Monkey. Woolly Monkeys and Night Monkeys, and the Bald Ukari would be neat but probably far less popular and less likely choices. I have a feeling the Squirrel Monkey is likely since it would take the least amount of work (which is fine by me. I want it more than any of the others than the Howler)
The rest of the finale is great and getting 12 animals is also a possibility. I like your choices overall, though the Serval does nothing for me. That's probably because I"m just over the cats at this point except for an Ocelot.
For the Middle East would you consider the Golden Jackal or Honey Badger? It seems like you we re questioning your pick yourself so that's why I ask about that specifically.
