Yeah, facilities don't have landing pads. That's what makes them facilities and not stations.
So its sounds like a satellite bug.
Then why do they say they have a medium pad? It's just stupid.
As Brewer Corporation legal department would say: maximum landing pad size information does not guarantee that purchased property will have any landing platforms, just provides information about maximum size for those that might or might not happen to be there.

Not to be the one that points out the obvious, but, the "medium" would be highlighted in yellow if it actually had pads. Compare to outposts and stations.
I do absolutely agree though that it could be cancelled out by writing "none" f.ex. Yet another hasty design choice, or lack thereof, by FDev, and it isn't really that surprising

So, you want to sue because a game in live beta isn't fully functional? Interesting.
Seems to me that if your first building you choose doesn't have a landing pad, you may want to spend less time in bars!
The upside is that there are, so I hear, some great bars with dirt parking lots.

I put a Refinery down because it said it had a Large Landing Pad - it has no landing pads! lol

Is that because your bar has no landing pads? Or because barmen only serve crafting materials?
