I really doubt this is going to happen. The Fuel Rats & Hull Seal cases are open and shut:

Find commander who's in trouble
Get there
Refuel/ Fix Hull
Done

Colonization assistance cases are a quagmire of prioritization and scope. Who gets helped first? For how long? How many systems? And if there is resource contention how do you determine which build is more important?

My guess is, no one is going to touch this with a ten foot pole. And even if it gets launched, how long will such a team last before they burn out?
 
I suppose it could be a faction (a guild?) that would do these things non-voluntarily. Pay credits, get your station built.

I've helped build a number of outposts which has been giving me insights into the building process, expanding my knowledge of the commodity markets in the Bubble. Accelerating the progress into the Black where I might want to start my own system at some point, giving knowledge of what each option offers with the pros and cons of each. Knowledge of how BGS affects the process and how that can be influenced at the Architect level.

I'm just pretty sure that there are people out there willing to spend credits (a lot of them) instead of sourcing and hauling commodities required for colonisation.
If it wouldn't be for FCs not working rn, half of the job could be done by simply offering highly competitive buy orders for required commodities. The other half could by paid with carrier transfers.

The problems lay in organisation - there are several places where carrier owners can announce their offers, and all of these are more suitable single-commodity trading, not many materials at smaller quantities like we need now. And carrier transfers require additional organisational effort and trust.
An organised community like that could be a very attractive option for both players with credits who want their bases build, and truckers willing to haul for a good buck.

There are already a few clans/guilds whatever you call them offering to help. Simply fill in a form and each case is judged on merit I've literally had help myself. This is open and close. Commander opts to build a station, the station is built via people supplying goods, the end.

Good luck trying to make this happen. While a few clans and guilds may be willing to help occasionally, they won't be willing to do this full time. No one will.
