The material requirements for building a planetary hub?

I've started building one and neither the hub itself or list of stuff I need are on the system map like it was with the outpost. Is it buried in a menu somewhere?

Can you drill down to the surface and then select the hub there?

That's how I saw the list for my first EDO settlement.
