I have one as well. Surface Settlement has been docking offline ever since it was finished, weeks ago.
There is this post about it, but no follow up information since:

@Paul_Crowther
I miss-clicked roughly 10 minutes ago and now this is what I have, is there any way to resolve this SEVERE problem?
The landing pads are floating and the structures are underground.

For the people who run missions. Can we please have more variation in the refinery hub layouts? Right now they're probably the most produced hub and they have one layout. Every single scan databank, destroy power generator goes to them and they're always in the same spot.

We also need prison ships. It's going to get really irritating to run missions in colonies if you end up having to fly back hundreds of LY in a ship not designed for long range travel because you exploded with a 200 credit fine.

As an explorer, however, all I've got are massive stutters every several minutes (and I'm in the black, right? there's nothing here that would justify stuttering)
It's happening to many/most players--> https://forums.frontier.co.uk/threads/sudden-judder-or-momentary-freeze.631575/ ...and... --> https://forums.frontier.co.uk/forums/elite-dangerous-pc/
*i'm guessing it's some type of de-bug program Fdev is running serverside, cuz BETA phase & all.
( Who knows though, since they don't seem to want to comment about it for whatever reason. )

Well my 2 cents on whats been going on since the update the other day...
1. system patrol ships now at station orbital construction sites (good) but massively increased number of npc pirates appearing at the same site (typically in a mamba or anaconda) usually 3 sec's before docking and usually crashing into the structure (pointless)
2. David Attenborough NPC and Tom Baker NPC are stalking me and keep telling me they are going to honk my current system
3. Structures on planets such as mining outposts (Tier 1 and 2) seem to be active from the get go but Ports and Orbital stations (asteroid and outpost etc) still seem to require waiting for a Thursday breather (and often prevent landing on)
4. The stutter
5. NPC pilots continue to dock at sites under construction. At first this annoyed me but then when my stations are completed but not active so technically no inhabitants apart from that lonely shuttle guy, I find discarded pizza boxes in the concourse so clearly they are delivering pizza to the construction crews.
6. Er... thats's it

what could be improved? Well it would be nice as others have said, to see the sites/orbitals being shown as being partially constructed at various key stages (30%, 50% etc). I think this would be a good nudge to keep the project fires alive. Also I'd like to be able to commission npcs to deliver some materials to my site. If they can deliver ships to shipyards (and pizzas as above) then why not materials? It could be capped at a certain point in some imaginative way I'm sure and it would be a welcome help (particularly to the solo player). I also think FDEV should hire two interns for 6 months to create 1000's of new local chats vs. the same talk about wedding barges etc. Fix the stutter/ latency or whtaever it is. Oh and please, please can we have construction material lists more easily accessible when buying materials. Thank you!

I'm pretty sure, I heared some new voicelines the last time I played (yesterday) around stations and even saw some new textlines (for example for passenger ships). But I can't confirm, as I have no recordings or screenshots on that.

If FDev does more of that, please do not use just interns - the superb sound quality is such a great factor of the immersion of the game. So I hope, if they do something, they do it as good as it is right now :)

Hey guys, I'm curious: set B of planets are high-metal content, set C are ice water worlds.
If I make B planets full of refinery hubs (only planetary settlements) and C planets high-tech oriented (also only with planetary settlements),
and then make a Coriolis on A, will that station offer full range of hi-tech/refinery goods from all these planets?

I can't speak for the future but so far from what's happened no. A will only get influence from A slots and there's only 1 slot. It so far won't get anything from stuff on or around the planets they're different bodies and each body is self contained. The system economy as a whole hasn't yet had an impact on stations.

Not the way things have been. It would seem planetary influence is being removed so in theory it shouldn't matter which planets you use for what, however, the station would have to be orbiting the planet that has the planetary buildings on it (ie refinery hub) in order to gain that economy. At the moment I think that might be broken (just from what I've seen) but should be fixed at some point.

I can't even get facilities on planets to affect stations orbiting those planets.

E.g. build a refinery hub on planet A. Build a coriolis around planet A. Build a second hub on planet A. Coriolis only sells Biowaste with a colony economy.

No more slots on planet A or in orbit around it to influence things further.

Is it a question of waiting a week or four for the economy to update, or is this another wasted build?

I presume it might also be 'wait until FDev patches economic influence to work as advertised' which has an unknown ETA. We're still very much in a Beta.

yep, i guess so. they canceled everything together with planetary influence.
A tad frustrating, some form of communication from FDev would have been appreciated (and still is).

@Paul_Crowther
1.) is there any guesstimation when econ will be fixed
2.) when does FDev plan to end this mess of a "Beta" and go fully live? edit: a week before rollout of Vanguards or after that one messed up everything even more?
