Bit confused - has the thursday update taken place as I have not come across any changes?

I have a pirate outpost, 2 pirate installations and bar in same system (no other builds) and black market economy still suspended for some reason for ex.
 
  • Criminal, Scientific, and Military Outposts plus one of the following:
    • Strong link to a Comms Installation or Relay Station
    • Tourist Installation or Bar Installation or Outpost Hub in the same system

      My HT outpost shouldn't have a commodity market, but it does. It orbits 2 T2 research bio settlements and has a T2 research station orbital in orbit with it. I I don't have a tourist inst., bar, or outpost hub. I have a Comms installation, but orbiting another body (weak link, if it had a link).
 
I checked some of my stations and facilities and looks like nothing happened with services. I still have market on my Tier1 port, without described strong links; my coriolises stoll have black markets without any pirate facilities; is the update rolled out? The downtime was ~50 minutes only.
 
The faction you have in control of the station will very often have an overriding effect on the market regardless of services available.

Is the controlling faction of the outpost Corporation, Dictatorship, Feudal, Patronage or Prison Colony?

My T1 planetary port, colony, doesn't have a shipyard or outfitting as per new rules. Looks like I will have to build a military installation if I want that. May not though, coriolis orbits it and has those.

Yes. It's controlled by the Anarchy faction. The HT outpost.

I thought on patch notes this would not a problem?

    • Pirate Outpost
    • Any port plus strong link to a Pirate Installation
 
Is it matter? So we will get black market anyway if the controlling faction is anarchy? Also, the controlling faction is Democracy/Independent.
That would do it - Democracy factions generally open Black Markets at every station they control.

Yes. It's controlled by the Anarchy faction. The HT outpost.
And same here, Anarchy factions open black markets, and you can't nowadays have a black market without a commodity market so you get one of those too.

So the underlying station has a black market, not that that's worth anything. But the faction in charge of the station hates black markets and closes them. This might show up in-game as the black market service being disabled rather than completely absent (or it might not, this has been a bit inconsistent for the last decade...).

It really doesn't matter what the "default" black market conditions are for the station (nice of Frontier to document them, but completely irrelevant except for curiosity) because all controlling factions will override it with their own preference for the service.

Oh, thanks, it is a new information for me, I thought we lost black market most of our stations with this update.

Again, if it's the same Democracy faction in charge:
- the Democracy faction will open a black market there
- the existence of the black market will open a commodity market there
- the underlying station's opinion on whether it should have a commodity market won't be checked.

"Far away" would not be a strong link.

Well thats disappointing. I thought I had read the patch notes properly before engaging on this little side project. Silly me but i thought the whole point of a black market was that it was dodgy so if the controlling faction does not like them then one springs up! Says the black market "suspended".

At least we have some new station skins to amuse ourselves with....
