I've found neutrons previously accessible to be permit locked now... Just an example is Phylucs CM-J d10-1 (and all the neutron stars in the vicinity), through which I'm almost positive "my" neutron highway was taking me across the galaxy fast. Are these new permit locks? And if so, why?

I could not tell you if they were previously locked.
However I think Frontier do lock some areas in space either for future content or for testing.
I remember something in a post on the forums about sounds and lights from the black so maybe there is new thargoid/guardian or new alienb content coming

There's an occasional bug where you get fake permit locks coming up on your map. I can't remember off the top of my head what causes it, but a relog should hopefully fix it if that's what's going on.
Damn, a relog did the trick... THANK YOU, because when I reloaded the game the "permit" lock was there again. After a relog, all neutrons are accessible.
