Ships Unlocking Mel Brandon

So I've done all the steps up the last one where he asks for 100k in bounties. But now I am stuck. The donate button doesn't do anything, even if I have some bounty vouchers. I cant see any other way to hand them in. Headed to a local port to hand in the vouchers. Handed them in there.

Still says 0/100000 despite redeeming 350k.

His button is still greyed out where it says "donate"

I've no idea what to do next. Its really unclear FDev...really could do with some clarification what your supposed to do gamewise.
 
ok I figured it out. You have to drop the bounty vouchers off at The Brig's admin contact. Not just any station. They could put that in the task blurb to help you figure that out :\
 
I have tried three times unsuccessfully this evening to unlock Mel Brandon. Finding the OP's post I thought,"solved" but no when I went back there is no admin contact as it is greyed out with a red flag in the corner. No idea what that means, anyone have any other ideas on unlocking this engineer?.

Red flag is anonymous access, meaning you have an outstanding fine or bounty there. That must be paid off first.
 
No outstanding fines or bounties I'm afraid. I wrote red flag in my OP but what I meant was in the main screen after landing at the Brig there is a link to the Engineer and the Market on the left side of screen. On the right side there are three grey/blacked out non operational boxes the top one is the one that in most places would be the one for admin etc. This one has a red triangle across the bottom right corner but cannot be outstanding fines or bounties as I don't have any.

The unlock is by providing a 100,000cr of bounty claims. On arrival in Colonia a week or so ago I was attacked in my Corvette by pirates on my way to Jaques Station and received a so far uncashed bounty of 470,00cr. The ship I want to engineer is my Python which is the ship I have arrived at the Brig with. Could it be a possibility that I need to unlock the engineer using the Corvette although the bounty shows in all my ships?.

Here is a correction to accessing Mel Brandon. It isn't bounties he wants, but combat bonds a wholly different item. I read up about it yesterday and apparently you must enter a combat zone like a Haz Res or such, sign up for a faction when the box pops up and you get paid in combat bonds. I tried this yesterday at several systems around Colonia, Ratraii, etc could have received a lot of bounties if I'd wanted but never once saw an option to join a faction and get paid in combat bonds. Not sure what I am doing wrong, anyone have any idea of the correct process for this?,
 
You need to find a Conflict Zone (war state) to get combat bonds. Ground combat is a good way to get them.
Oh, he'll take ground combat bonds? Cool! That'll be easy, then. I was thinking of heading out to Colonia to get some modules engineered for my Corvette while I work on exploration rank, but I intensely don't want to fly it out there. I was planning to go in my Mandalay and buy a T9 to fit the class 5 life support and class 7 SCBs in and then have the modules shipped back to the bubble after I sell it again. The only problem seems to be unlocking this guy.
 
I found a system called Carcosa at war around 36ly from Colonia. Loads and loads of combat zones. Chose a relatively easy one, joined the non ICU faction and had near 600,000cr combat bonds in around 10-15mins. Returned to Luchtaine, landed at the Brig and still got the no access button. I opened up the screen with the bounties etc, clicked on them all then decided to leave for my carrier. Just as I was about to launch I had a thought, "maybe opening those bounty screens did something" so instead of launching I returned to the engineer screen and saw the donate option now ungreyed out and quite willing to accept my combat bonds. A very honest engineer is Mel, although my combat bond link was almost 600k he only took the 100k. What a carry on but all's well that ends well.
