Yes. I meant in terms of how far slider movement could go (where there are caps on both undermining and reinforcement ends to limit to one state change per week), not the separate mechanism which requires Exploited systems to be supported.
 
Looking at the new acquisitions it seems that pp2 was never as unbalanced as it is now.
~ 20% of players participating in powerplay are pledged to AD, without mechanisms making her weaker the further away she is from Cubeo or requiring extensive BGS manipulation to keep positive command capital, this was somewhat inevitable. It only took so long to show up because everything her players had bonuses for was nerfed or disabled...
 
So, balancing should make the management of large territory harder. But this would require some proper understanding of player-game interaction beyond selling ships.
