Are all Open Play players in the same universe?

Perhaps it is already covered somewhere, but I couldn't find: are all the commanders who logged on the Open Play, in the same universe? If a person A and person B both play Open Play mode, is it guaranteed they meet, if they visit the same place in the universe?
 
yes and no.

yes they do play in the same universe, no they are not guaranteed to meet. this is due to the P2P nature of the game as using peer to peer limits the number of people who can interact in any one instance to 32.

Is there any system in place that means you will at least always meet people on your friends list? (i.e. join their instance)
 
If he's on your friendlist the only reasons you'd not meet would be:
-Instance full
-Somone has a very high ping
-Playing diferent modes (Solo/group/open)

In my experience this is not the case. If I log on in a system and someone on my friends list jumps to that system and comes to the station I'm docked at we do not see each other, even if there are no other players in either instance. If we visit the same spots in that system (extraction sites, nav beacons, stations, etc) we still do not see each other. Once we jump to another system we do see each other and can play together.

Ping may be a factor because the person I've tested this with is in Canada and I'm in UK but we both have excellent connections to the internet and I've found this behaviour is repeateable.

Very similar experiences here. Additionally, there are some friends I can practically guarantee to see in almost any location, and others I hardly ever see no matter how hard we try to force it.

Sounds like your issue is obvious, no?

Doesn't seem that way to me? Canada to UK ping would be, 200-300ms tops. Unless it's just a really poor connection all around. I wouldn't consider that a "high" ping. Especially if you want your playerbase to be able to play with friends. Online friends are often not living in the same area nor have less than 100 ping to each other.

If there's some system in place to discourage people around the world being able to play together, that's a pretty stupid business plan for an Online game.

They have said a bit ago that the matching servers operate by distance more than friends... so you are more likely to see UK players over Canada.

Amazon operate the same way, and we use their servers.
